The Gresham-Barlow School District has declared an impasse in negotiations with its teachers union.
The Feb. 3 declaration doesn’t mean the district and the Gresham-Barlow Education Association won’t continue to negotiate — the next session with a mediator is scheduled for Feb. 28 — but it does pave the way for the district to implement all or part of its final offer in time to submit a 2012-13 budget by the May 15 deadline.
The two sides have reached tentative agreement on 28 of the 36 articles in dispute. But no progress was made on the final eight items, covering working conditions and compensation, said Tom Urbanowicz, bargaining chairman of the Gresham-Barlow Education Association.
These final issues are critical to the budget, said Jim Schlachter, Gresham-Barlow superintendent, in a statement updating the situation.

Negotiations began in April 2011. In October, the district requested mediation.
