The name of the victim was not released. No suspect information was available, either.

According to the Portland Police Bureau, at about 4:21 a.m. on Aug. 11, officers responded to a shooting call near North Fiske Avenue and North Drew Street. When the officers arrived, they found a person with a non-life threatening gunshot wound. The shooting victim was transported to the hospital by ambulance.
Officers set up a crime scene to preserve evidence and canvassed for witnesses. Officers conducted an area check for possible suspects, but did not find any. The Enhanced Community Safety Team responded to begin an investigation.

According to police, so far in 2021, there have been approximately 750 shooting incidents with approximately 250 people injured by gunfire in Portland.
So far there have been 58 homicides in Portland this year, most by guns, breaking the 27-year record of 55 in 1994.
For comparison, from January 2020 through the end of July 2020 there were only 365 reported shootings in Portland, according to city data — and only 891 for the entire year.
From January 2019 through July 2019 the city had reported 222 shootings — and by year's end had experienced only 388.
Whether crime is up overall, however, is a different , and according to state data, the answer is no.
According to Oregon uniform crime reporting , from January 2020 through June 2020, Multnomah County tallied more than 36,390 distinct offenses — including 2,811 simple assaults and 12,041 larceny or theft offenses.
From the same time period this year, Multnomah County tallied fewer total crimes — some 34,400 of them. Simple assaults (2,582) and larceny/theft offenses (11,543) were both down compared with last year.
